Dear Editor, I read with great interest the article in the March 25, 2026 edition of the Westmoreland News about the resigning of the County Administrator, Jim Taylor. His resignation appears to be related to some missed loan payments and the article clearly states the problem started when the USDA made changes to their banking system. The article continues by saying that Supervisor Trivett spoke on the matter with the Colonial Beach Town Council and that the accrued interest was in the neighborhood of $110,000. Speaking of a past Administrator, Supervisor Fisher was quoted as saying “I had the pleasure of working with Norm Risavi, one of the best financial minds I know”.
I’d like to remind readers that shortly after he retired, the county learned that it had been paying the fees for commercial haulers at the transfer station in the amount of $2,000,000 to $3,000,000 per year for two years during Mr Risavi’s tenure as the County Administrator. There was a big stink about it at the time but then it sort of disappeared. I was at a 2024 Board meeting where there was discussion about a State Police investigation into the matter. What ever happened? Was the county ever reimbursed? The County Administrator who held that position after Mr. Risavi retired, Ben Prescott, was abruptly fired.
