Trial for fatal Norris Bridge crash moved again

Lancaster Circuit Court has again approved moving the trial of Jesse Foster, the Lancaster County man charged in the fatal July 2025 Norris Bridge crash — and this time, it’s more than a date change. The case appears headed out of the county.

Foster faces multiple charges, including DUI (second offense in five years), reckless driving resulting in death while operating on a suspended license, reckless involuntary DUI manslaughter, and aggravated manslaughter. His jury trial had been scheduled for June 9–12.

On April 28, Foster’s attorney filed a motion requesting a change of venue. Lancaster Commonwealth’s Attorney’s Office joined the request, arguing that Foster could not receive a fair trial locally, according to court records.

The motion was heard May 1. Circuit Judge John S. Martin granted the request, ordered the case removed from the court’s docket, and said a new venue will be set at a later date.

Foster waived his right to a speedy trial in light of possible delays associated with transferring the case.

He had previously been set for trial in early March, but those proceedings were continued to June after the defense argued that discovery still had not been provided and there was insufficient time to prepare.

This month, Judge Martin also modified Foster’s bond conditions, allowing him to travel outside Virginia from May 1 to May 4.
