For the past few months, a construction project has been underway to repair the shoreline at the beach in Cabin Point, which had been vanishing in steadily greater amounts. At the Westmoreland County Board of Supervisors meeting last week, county administrator Norm Risavi broke the news of the project’s completion to the public and to the Board members.
“This is what $1.2 million buys you with these people,” Risavi commented as he showed a timeline of the project once it had started.
Back when the project had first been proposed several years ago, the original bill came to the tune of $500,000. Unfortunately, inflation caused the price to jump up to $1.7 million at the time that bids were taken. From there, contracts were renegotiated to bring the price down to something a bit more manageable. The project, in turn, was financed through a $1.2 million loan at a 0.5% interest rate.
Furthermore, $27,792 of the loan was forgiven. More money was saved by making use of a great deal of the sand that had washed into the mouth of the creek, which was put back on the beach.
Having started back in October 25 of last year, the work progressed steadily over the course of the next several weeks, and ultimately was completed seven days into December.
Through it all, filter paper, rock foundations, and more were put in place. Seven days in, the first rock barge had already been emptied and sand was being moved with the corresponding barge heading back to Delaware to get another load of sand. In the end, over 800 tons of rocks were in the construction of nine breakwaters. Another 12 tons of oyster shells also went into the construction.
By the time December 7 rolled in, the project was finally complete, and the folks at Glebe Harbor and Cabin Point finally had a new beach that wasn’t on the verge of being completely washed out.
The project site will still be inspected throughout the year to see how it holds up.
