Operation “Ricochet” resulted in the arrest of multiple individuals on narcotic indictments. All arrests were made without incident.

Narcotics detectives with the Westmoreland County Sheriff’s Office conducted the extensive investigation in conjunction with the Tri-County Drug Task Force. Members of the task force include sheriff’s offices from Caroline, King George and Westmoreland, the Naval Criminal Investigation Services and Virginia State Police. The Drug Enforcement Administration and the Chesapeake Bay Drug Task Force also assisted during the two-day roundup.

Those arrested (as well as their charges) are:

Michael W. Bailey, 34, Colonial Beach, four counts of distribution of a Schedule I or II controlled substance (Eutylone) and four counts of conspiring to distribute. No Bond.

Robert M. Beale, 63, Coles Point, one count of distribution of a Schedule I or II controlled substance (Cocaine). One thousand dollars Secured Bond.

Ryan M. Cain, 26, Colonial Beach, one count of distribution of an imitation Schedule I or II controlled substance and one count of conspiring to distribute. Five thousand dollars Unsecured Bond.

Luis Salcedo Chavez, 45, Oak Grove, five counts of distribution of a Schedule I or II controlled substance (Cocaine) and two counts of distribution of 10+ grams of Methamphetamine. No Bond.

Brianna M. Church, 22, Colonial Beach, one count of distribution of an imitation Schedule I or II controlled substance and one count of conspiring to distribute.  Five thousand dollars Unsecured Bond.

William O. Coleman, 34, Colonial Beach, one count of distribution of an imitation Schedule I or II and one count of distribution of a Schedule I or II controlled substance (Eutylone). Twenty-five hundred dollars Secured Bond.

William C. Gant, 52, Coles Point, five counts of distribution of a Schedule I or II controlled substance (Cocaine) being a 3rd or subsequent offense. No Bond.

Garrett T. Higgins was also arrested during the operation on an outstanding warrant for Simple Assault from Charles County, MD. He received a $1,000 Secured Bond.

In addition to the arrests, three search warrants were executed. Two were executed in the 100 Block of Brooks Drive and the other in the 5000 Block of Coles Point Road, Seized items included narcotics, U.S. currency, a firearm/ammunition and vehicles. First court appearances have been scheduled. Investigation continues. Additional arrests pending.
