NOTICE OF PUBLIC HEARINGS The Westmoreland County Board of Supervisors will conduct the following public hearings on Monday, June 14, 2021, beginning at 7:00 p.m., in the public meeting room at the front entrance of the George D. English, Sr. Memorial Building located at 111 Polk Street, Montross, Virginia: PUBLIC HEARING – to solicit public comment regarding a proposed amendment to the Fiscal Year 2020-2021 budget to add the following to the American Rescue Plan Fund: American Rescue Plan Fund Revenue: COVID-19 CSLFRF Assistance $1,749,601.50 TOTAL American Rescue Plan Fund Revenue $1,749,601.50 Expenditures: Contingency $1,749,601.50 TOTAL American Rescue Plan Fund Expenditures $1,749,601.50 PUBLIC HEARING - to solicit public comment on the proposed execution of a land lease agreement between Westmoreland County, Virginia and the Town of Montross, for Countyowned property identified on Westmoreland County Tax Map 34A2-1-4-6 and 34A2-1-4-4, located at the intersection of Court Square and Ames Lane, Montross Magisterial District, Montross, VA. The Town of Montross has requested to lease these parcels for a period of twenty (20) years for $1.00 per year for the purpose of developing a town park. PUBLIC HEARING – to receive public comment on the proposed adoption of an ordinance imposing a tax on food and beverages sold in the County of Westmoreland, outside of the corporate limits of the Towns within the County, as authorized by Section 58.1-3833 of the Code of Virginia. The proposed tax rate is five (5) percent on the amount paid for food and beverages purchased from any food establishment, whether prepared in such food establishment or not, and whether consumed on the premises or not. There shall be no tax if the total amount paid is fifty cents ($.50) or less; on larger amounts a fractional cent of tax due shall be rounded to the next higher cent. PUBLIC HEARING - to receive public comment on the proposed adoption of an ordinance imposing a tax upon the sale or use of cigarettes in the County of Westmoreland, outside of the corporate limits of the Towns within the County, as authorized by Section 58.1-3830 of the Code of Virginia. The proposed tax rate is forty cents ($0.40) for each package containing twenty cigarettes and two cents ($0.02) for each cigarette contained in packages of fewer or more than twenty cigarettes sold or used within the County. PUBLIC HEARING - to consider the adoption of an ordinance exempting from taxation certain real property owned by The Muse Reunion Association, Inc. pursuant to the provisions of Virginia Code Section 58.1-3651. 1. The real property concerned is owned by The Muse Reunion Association, Inc. 2. The assessed value of the real property owned by the above organization is: $100.00 (Tax Map #11-39C). 3. The property taxes assessed in 2020, the most recent tax year, on such real estate were: $0.76 (Tax Map #11-39C). Copies of the proposed ordinances and amendments are available for public review in the Westmoreland County Administrator’s office at 111 Polk Street, Montross, VA 22520 between the hours of 8:30 a.m. and 4:30 p.m., Monday through Friday. The meeting will also be accessible to the public via live stream on social media. Comments submitted via the Treasurer’s Office drop box should be in a sealed envelope which is clearly marked “Public Comments for April 12th Public Hearing.” Submissions of written comments must include the citizen’s name and address. Please construct your comments in such a manner that they are limited to three (3) minutes when read at a typical oral reading pace. For comments provided in representation of a group, the time limit is five (5) minutes. All comments must be received by Noon on June 14, 2021.
